FAQ

What happened

Districts reported problems with daily tasks, data accuracy, and user permissions, which control what each staff member can see and do. Training also fell short. On Sept. 17, WSIPC formally notified PCG that the system did not meet the terms of its contract.

PCG develops, maintains, and supports IEP Online 3.0. WSIPC handles procurement, hosting, system integrations, and statewide coordination for participating districts.

Why districts can’t return to IEP Online 2.0

Many districts have asked whether they can go back to IEP Online 2.0 until 3.0 works reliably. Unfortunately, this isn’t an option because version 2.0 is no longer available, and its records are now months out of date. Returning to it would risk the work staff have done this fall. Instead, PCG and WSIPC are using 2.0 data as a historical reference.

Actions Taken by Board and WSIPC

  • Listening to educators: WSIPC Board Chairs are meeting weekly with Washington Education Association (WEA) leadership to hear directly about educator workload and service impacts to inform solutions.
  • Requiring a corrective action plan: On September 18, the Board voted unanimously to require PCG to implement a corrective action plan. PCG submitted its plan on September 25, with target dates for specific fixes between October 1–16.
  • Setting clear standards: The Board established that a software release does not count as a fix. Each change must work as intended and pass review by the districts that use the system.
  • Stopping billing and withholding payments: WSIPC is not billing districts for IEP Online 3.0 and is withholding payment to PCG until the system reaches an acceptable level of use.
  • Reviewing contract options: WSIPC is reviewing the remedies available under its contract with PCG and will report to the Board.

What the Board is requiring of PCG

In response to concerns from district leaders and educators, the Board expects PCG to report:

  • What staff and resources it has assigned to Washington
  • Root causes of ongoing problems
  • How it decides which issues to fix first
  • Which deadlines it has missed and why

PCG will share this information by [date TBD].

What district staff can do now

  • Track progress through the IEP Online 3.0 Issue Tracker, which lists current issues, target dates, and status.
  • Report technical issues to PCG Customer Support at customersupport@pcgus.com. If an urgent issue isn’t resolved, tell WSIPC through the Question & Feedback Form.
  • Review state guidance from the Office of Superintendent of Public Instruction (OSPI) on meeting special education requirements.
  • If your district isn’t in the writeback pilot, continue your current process.

What families should know

Your child’s IEP remains in effect, and your district is still responsible for providing its services. These software problems do not change your child’s rights. Questions? Contact your child’s case manager or district special education office.
