Marty Daybell assumed the position of Executive Director and CEO on December 1, 2006.
Mr. Daybell brings nearly 30 years of experience in information technology to WSIPC, including technical expertise in data warehousing, client/server systems, database design, object based architecture and networking. Prior to joining WSIPC, he served as the Chief Operating Officer and Chief Information Officer under the title of Deputy Superintendent of Administration and Operations. In this capacity, he established a reputation of relationship building, focusing on customer service, and fostering partnerships to accomplish the mission of OSPI.
Prior to joining OSPI, Daybell was vice president/Chief Technology Officer for DMCare, Inc. a medical technology company. He also served as a project manager of Information Technology at FedEx and GTE. During his tenure with FedEx he was awarded the FIVE STAR for innovative development/business solutions and was a Laureate finalist of the ComputerWorld Smithsonian award. Daybell also worked at GTE where he was responsible for strategic business planning, IT development and establishing top technical teams within the organization.
Assistant Executive Director
Mr. Horner started at WSIPC as a systems analyst in 1979. In 1981 he became Applications Systems Manager and later he was appointed Product Development Manager with managerial responsibility for development, testing, documentation and support of all product lines. He was named Assistant Director in 1998.
George Horner sees both education and technology in a period of rapid growth. He states that the role of WSIPC is one of helping school districts adapt to these changes especially in the areas impacted by the current K-20 statewide network, education reform and technology. “The WSIPC culture and environment has always encouraged, if not demanded professional growth,” Horner said.
Chief Operating Officer
Dean Mack assumed the position of Chief Operating Officer on October 1, 2007.
Mr. Mack has spent 30 years as Chief Financial Officer and Chief Operations Officer for a number of school districts and an educational service district in the State of Washington. He worked to establish a Regional Data Center in Central Washington and converted numerous school districts to WSIPC software in the 1970’s. Dean has established a reputation as a leader in the field of technology. He led Issaquah School District through the BETA process for WESPaC Finance and has worked to ensure a smooth transition for other Washington school districts.
Dean has dedicated his career to education and the integration of technology into the business and learning environments within school districts. He looks forward to assisting in the deployment of WESPaC Finance software to all member districts and to helping guide the maturation of the software system. He points out that “WSIPC is the most successful data processing cooperative in the nation and is considered a pioneer and a leader for such ventures. I am excited to work on this highly professional team.”
